Speeding up land clearance for Project of Rehabilitation and Upgrade of National Highway 10 from Da Bac Bridge to Kien Bridge.

On the afternoon of October 14, Vice Chairman of the City People’s Committee Nguyen Duc Tho fielded the whole route to check the progress of Project of Rehabilitation and Upgrade of National Highway 10 from Da Bac Bridge to Kien Bridge. There were leaders of departments, functional branches and Thuy Nguyen district accompanied with.

Reporting on site clearance for the project, the leader of Thuy Nguyen district said that the project passed through the territory of Kien Bai, Thien Huong, Thuy Son, Dong Son, Kenh Giang, Luu Kiem, Luu Ky and Gia Minh communes, with total area of 40.65 ha, involving 3 organizations and more than 1,500 households. Up to this point, nearly 1,200 households have received compensation, the remaining about 320 households have not received compensation and support.

Regarding construction work, the contractors have completed 71% of the road work, 66% of the bridge work, and completed the construction of infrastructure for 2 resettlement areas in Kien Bai and Luu Kiem communes.

During the field inspection at the site, Vice Chairman of the City People’s Committee Nguyen Duc Tho assessed that the progress of the project implementation was slower than required schedule. The Vice Chairman requested the Project Management Unit of Urban Development and Civil Work Construction Investment to closely coordinate with the People’s Committee of Thuy Nguyen District and to clearly define the construction needs in each phase to focus on site clearance and to ensure the handover of sufficient construction area.

The Vice Chairman directed Thuy Nguyen district to complete the site clearance and hand over the entire site for the project’s construction in December 2022. In addition, it is necessary to review and resolve the petitions of households for land acquisition and clearance. In case the regulations have been applied and resolved thoroughly, but the households still do not hand over the premises, the district is requested to complete the documents and make enforcement plans at an appropriate time. As for the remaining land area after recovery, which is not in accordance with the planning, Thuy Nguyen district was assigned to specifically review and propose the City People’s Committee to deal with it.

The Vice Chairman requested the Project Management Unit to focus on speeding up the project implementation, strengthening supervision of construction contractors, and requiring contractors to gather equipment, machinery, and human resources to ensure the correct implementation of the construction plan, approved traffic diversion; organize daily meetings to promptly solve problems; as well as to complete the procedures related to the adjustment and acceptance of the project; urgently organize the selection of units to manage and operate the electricity and water systems in the resettlement areas; to assign the Department of Transport to strengthen the inspection of construction measures, construction quality…
