Press release on Hai Phong city planning for the 2021-2030 period with a vision to 2050

On December 2, 2023, Deputy Prime Minister Tran Hong Ha signed Decision No. 1516/QD-TTg approving Hai Phong City Planning for the period 2021-2030 with a vision to 2050 (hereinafter referred to as Hai Phong City Planning).

The People’s Committee of Hai Phong City informed news and press agencies on some of the main contents of the Planning as follows:

I. The process of doing Hai Phong City Planning

Hai Phong City Planning is the concretization of the aspiration to develop Hai Phong city in the very spirit of Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo on city construction and development Hai Phong city up to 2030 with a vision to 2045; demonstrating new thinking, new visions, with breakthrough orientations and solutions of long-term strategic scopes, helping to clear bottlenecks, and making good use of the particularly important geostrategic location of Hai Phong city.

With that spirit, the People’s Committee of Hai Phong city has completed the work of organizing and formulating Hai Phong City Planning for the period 2021-2030, with a vision to 2050 according to the planning task approved by the Prime Minister in Decision No. 1412/QD-TTg dated September 15, 2020.

Hai Phong City Planning has received attention and guidance from ministries, departments and central branches; the close and regular leadership and direction of the City Party Committee, People’s Council, and City People’s Committee; close coordination of the city’s Fatherland Front Committee, agencies, organizations and the united consensus of the city’s citizens.

Hai Phong City Planning is seriously and elaborately researched and done based on a complete and reliable information and data system, helping to objectively and accurately assess the current status as well as the city’s potential and development ability, ensuring feasibility in implementation process.

This is the first planning prepared using a completely new method, with an integrated, multi-disciplinary approach to build perspectives and goals in Hai Phong City Planning with the following requirements: (1) be consistent with the viewpoints and orientations of the national master plan, regional planning, and Resolutions of the Politburo and the Government on the development of the Red River Delta, on the construction and development of Hai Phong city; (2)  eliminate contradictions, overlaps, and resource disputes in the development orientation between industries and fields of Hai Phong city through the full construction of the main contents as prescribed in Article 27 of the Law of Planning and specific research on proposed contents to be integrated into the City Planning.

The People’s Committee of Hai Phong city has developed beginning, mid-term, and final reports according to the guidance of the Ministry of Planning and Investment. On that basis, the city organized 04 rounds of collecting opinions from departments, branches, units, and districts on the contents of Hai Phong City Planning. After that, a conference was held to collect opinions from departments, branches, city units, districts, experts, scientists in the field of planning, universities, research facilities in the city, associations, business associations and large investors in the city.

Implementing the provisions in Article 19 of the Law of Planning, People’s Committee of Hai Phong city organized a consultation with 21 ministries and central branches; 10 localities in the Red River Delta; at the same time publicly posted Hai Phong City Planning documents on the Portals of City Electronic Information and the Department of Planning and Investment Electronic Information to get opinions from the community, organizations and related individuals, organized a social critic conference of the city’s Vietnam Fatherland Front Committee on the Hai Phong City Planning dossier before submitting it to the Provincial Planning Appraisal Council, then City People’s Council and finally the Prime Minister for approval.

II. Some key and outstanding contents of Hai Phong City Planning

2.1. Developmental perspective

Hai Phong City Planning offers 06 development perspectives as follows:

  1. a) Hai Phong City Planning for the period of 2021 – 2030, with the vision to 2050, must be consistent and synchronized with the orientation and vision of the national development, the spirit of the Resolution of the 13th National Congress of the Party, Resolution No. 30-NQ/TW dated November 23, 2022 of the Politburo on socio-economic development, ensure national defense and security in the Red River Delta until 2030 with vision to 2045, be in line with the national socio-economic development strategy, other national strategies, national plannings, Red River Delta Plan for the period 2021-2030, a vision to 2050 and Congress Resolution Delegate of the 16th Hai Phong City Party Committee; proactively seize opportunities and promote special advantages as the “main door to the sea” for the whole North region, build Hai Phong into a modern marine economic center, economic connection center and development driving force of the Red River Delta, the North and the whole country.
  2. b) Focus on developing a number of modern science and technology fields, especially the marine economic field so that Hai Phong can truly take the lead in the industrialization and modernization of the nation; soon become a city of modern industry, services, high-tech, organic, green, circular agriculture, associated with digital transformation and become an international modern marine economic center.
  3. c) Build and develop Hai Phong city on the basis of effectively making good use of advantages, potentials, correlations, and linkages with the Northern coastal provinces, the Red River Delta region, and the Northern provinces and international connections; expand and distribute development space reasonably, closely linking the process of industrialization and modernization with urbanization.
  4. d) Closely combine economic, cultural, social and environmental development with ensuring national defense, security and foreign affairs, contributing to maintaining national sovereignty over seas and islands; ensure the safety of life and production of people and businesses both on land and on seas and islands; promote comprehensive, extensive, flexible and effective international integration with a focus on international economic integration, taking advantage of international resources to serve socio-economic development.
  5. d) Complete a synchronous and modern technical and social infrastructure system, first of all, prioritize the development of transport infrastructure that smoothly connects seaports with inland regions, as a basis for the strong development of logistics services and infrastructure for the development of digital economy, digital society, and digital government.
  6. e) Use resources effectively and economically, especially land resources, water resources, forest resources, marine resources and minerals; develop green economy and circular economy; protect the environment, conserve nature and improve the quality of biodiversity; proactively prevent and combat natural disasters, adapt to climate change and reduce greenhouse gas emissions.

2.2. Development goals until 2030

  1. a) General goals

Build and develop Hai Phong to become a major seaport city, leading the country in the cause of industrialization, modernization and digital transformation; become the driving force for development of the Northern region and the whole country; have modern, smart and sustainable industries; have synchronous and modern transportation infrastructure with convenient domestic and international connections by road, rail, sea, air and inland waterway; become a modern, international, leading marine economic center in Southeast Asia, with a focus on seaport services, logistics and marine tourism; become an international center for education, training, research, application and development of science and technology; the material and spiritual life of the people is constantly being improved to be on par with typical cities in Asia; social order and safety are guaranteed, national defense and security are maintained.

  1. b) Specific goals and targets

– Economics:

(1) Hai Phong city’s GRDP contribution to the country’s total product (GDP) by 2030 will reach about 6.8%. The average economic growth rate (GRDP) in the period 2021-2030 increases about 13.5% per year, of which industry and construction increase about 15.3% per year (industry increases by 15.8% per year, construction increased by 12.2% per year); services increase by about 12.5% per year; agriculture, forestry and fisheries increase by about 0.9% per year;

(2) Economic structure: Industry – construction accounts for 51.7% (industry accounts for 46.8%); service industry accounts for 43.2%; agriculture, forestry and fisheries accounts for 1.0%; and product tax minus product subsidies accounts for 4.1%;

(3) GRDP per capita (current price) is about 558 million VND, equivalent to about 21,700 USD;

(4) The contribution of total factor productivity (TFP) to economic growth by 2030 will reach 56 – 59%;

(5) Average social labor productivity growth rate is 8.9 – 10.7%/year;

(6) Digital economy reaches about 40% of the city’s GRDP;

(7) State budget revenue in the area in 2030 will reach 300 – 310 trillion VND, of which domestic revenue will reach 90 – 98 trillion VND;

– Culture and society:

(1) Maintain the city’s human development index (HDI) in the top five cities and provinces in the country;

(2) Percentage of schools meeting national standards: Preschool reaches 85%; Primary school reaches 95%; Secondary school reaches 90%; High school reaches 90%.

(3) The rate of trained workers with degrees and certificates reaches 52%;

(4) The number of hospital beds per ten thousand people reaches 45 beds; The number of doctors/10,000 people reaches 16 doctors;

(5) Poverty rate is less than 0.1%;

(6) The rate of people participating in health insurance reaches over 98%;

(7) Create jobs for over 60,000 workers per year;

(8) Unemployment rate in urban areas is below 3.0%;

(9) 100% of commune-level administrative units and 60% of district-level administrative units have cultural, information and sports centers that meet prescribed standards.

– Environment:

(1) Percentage of population provided with clean water reaches 100%;

(2) The rate of household solid waste collected and treated according to standards and regulations reaches 100%;

(3) The rate of industrial zones, clusters and urban areas with centralized wastewater treatment systems meeting environmental technical standards reaches 100%;

(4) The forest coverage rate reaches over 9% of the total natural area.

– Space and infrastructure:

(1) The urbanization rate is about 74 – 76%;

(2) Basically meets the criteria of a special urban area, establishes a city under Hai Phong city in Thuy Nguyen district; complete the conversion of 50% of districts into district administrative units;

(3) In the period 2021 – 2030, social housing floor area will increase by about 3.5 million m2;

(4) 100% of communes meet model new rural standards; 100% of districts meet model and advanced new rural standards. The city is recognized for completing the task of building new rural areas.

– National defense and Security:

(1) Ensure national defense and security, maintain national sovereignty; Closely link and harmonize economic, cultural and social development with strengthening national defense and security; maintain political security; ensure social order and safety;

(2) Complete 100% of military service targets; 100% target for building reserve force;

(3) The rate of wards meeting legal access standards reaches 100%;

(4) The rate of investigation and discovery of criminal cases reaches over 92%.

2.3. A vision to 2050

Hai Phong is a major seaport city in the region and the world with three pillars of development: seaport-logistics services; a green, smart, modern industry; and an international marine tourism center. The population size is about 4.5 million people, with a high level of development among the leading cities in Asia and the world. Transforming the growth model towards greening economic sectors, applying a circular economy model based on science and technology, applying digital technology and digital transformation, developing green infrastructure, sustainable and building a green lifestyle will allow the people to enjoy high quality social services and maintain a sustainable social security system. Further, it will provide for diverse and professional social assistance services, promptly supporting and protecting vulnerable people. Good cultural values and identities are preserved and promoted as is a good living environment that is friendly to nature and adaptive to climate change.

2.4. Key tasks and breakthrough development

  1. a) Seaport and logistics services: Build Hai Phong city to become an international connection center, with modern logistics services; Lach Huyen port and Nam Do Son port form a gateway port cluster combining international transshipment. Promote the application of digital technology in the field of seaport and logistics services. Establish Hai Phong Southern Coastal Economic Zone, including research into a Free Trade Zone with breakthrough and outstanding mechanisms and policies being applied in successful free trade zones in the world.
  2. b) Digital transformation: Be the leading locality in the country in digital transformation, building digital government, digital society, and digital economy. Comprehensive digital transformation according to the National Digital Transformation Program. Fundamentally and comprehensively innovate the leadership, management and administration activities of the Party, State, Vietnam Fatherland Front, and city socio-political organizations based on the application of digital technology, digital data. Strongly develop the digital economy, using the three economic pillars of high-tech industry, seaport – logistics, and tourism – trade. Form and develop a safe and convenient digital environment, serving the maximum production, business and life needs of the population.
  3. c) Tourism development: Build a highly attractive Cat Ba – Do Son Beach tourism complex, combined with Ha Long Bay with the goal of becoming an international marine tourism center. Develop the city’s typical tourism products associated with the island’s historical and cultural relics. Link the provinces of the Red River Delta to become a tourism center that connects the region and the world. Effectively promote the values and strengths of the Ha Long Bay – Cat Ba archipelago as an integral part of the world’s natural heritage.

2.5. Some new and outstanding directions in Hai Phong City Planning

First, with the perspective of expanding and distributing reasonable development space, Hai Phong City Planning has oriented the establishment of Hai Phong Southern Coastal Economic Zone with an area of about 20,000 hectares to take advantage of Nam Do Son port, Hai Phong international airport in Tien Lang district.

Implementing Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo, Hai Phong City Planning also intends to establish a Free Trade Zone in the New Economic Zone to apply mechanisms, policies, experiences, good practices domestically and internationally on free trade zones, applied in Hai Phong city.

From there, the Southern Coastal Economic Zone (including the Free Trade Zone) is expected to be a strong enough lever to help awaken the economic development potential of the southern region of Hai Phong city.

Second, Hai Phong is the only locality in the North that converges all 5 types of traffic. On that basis, Hai Phong City Planning has focused on orientation and synchronous development of the transportation system, ensuring consistency with national transportation sector plans, in which priority is given first. Prioritize the development of transportation infrastructure that seamlessly connects seaports with inland areas. Specifically:

– Orientation for investment in construction and development of Hai Phong seaport to be worthy of its role as one of the two special seaports of the country. Focus on completing investment in Lach Huyen port area and relocating ports on Cam River; Investing in developing ports at Nam Do Son – Van Uc wharf area.

– Orientation for new construction of railway lines: (1) Hanoi – Hai Phong line (belonging to the Lao Cai – Hanoi – Hai Phong and Lang Son – Hanoi – Hai Phong railway lines) parallel to the high road route Hanoi – Hai Phong expressway (to South Hai Phong station) connecting Hai Phong international gateway port with Dinh Vu, Nam Do Son and Lach Huyen port areas; (2) Nam Dinh – Thai Binh – Hai Phong – Quang Ninh coastal railway.

– Orientation for upgrading and expanding Cat Bi International Airport. Research on building an international airport in Tien Lang district.

– Continue to develop, upgrade, and expand inter-regional roads, build Ninh Binh – Hai Phong expressway. Develop radial urban trunk routes and city ring roads. Build different-level intersections at intersections with high traffic density.

– Develop coastal waterways, connecting major river mouths of the city and neighboring provinces, connecting with Lach Huyen seaport area to take advantage of river and sea transport; and the inland waterways around the islands of the Cat Ba archipelago to serve as transport for tourists.

Third, Hai Phong is a coastal city with advantages of the sea. With the perspective of effectively and economically making good use of resources and developing a green and sustainable economy, Hai Phong City Planning has proposed and focused on developing renewable energy sources, including the highlight is prioritizing the development of offshore wind power sources (expected capacity of 2,500MW), ensuring electricity supply for production and people’s daily life.

2.6. Solutions and resources to implement the Planning

To successfully complete the orientations and goals of the planning, Hai Phong city proposed 09 groups of specific solutions to mobilize resources, deploy and monitor the implementation of the planning, which are:

– Solutions for mobilizing and using investment capital;

– Human resource development solutions;

– Solutions for environmental protection;

– Solutions on science, technology, innovation and digital transformation;

– Solutions on mechanisms and policies for development cooperation;

– Solutions for management and control of urban and rural development;

– Solutions to improve the efficiency and effectiveness of the state administrative management apparatus;

– Mechanism and policy solutions;

– Solutions for organizing and supervising the implementation of planning.
