Closing session of the 13th session (regular session at the end of 2023) of the XVI City People’s Council, term of 2021 – 2026

– After 2.5 days of urgent and serious work with a high sense of responsibility, science and democracy, the 13th session of the City People’s Council, at its XVI session, term of 2021 – 2026, has completed the proposed program contents and had great success.

At the meeting, the City People’s Council voted to approve 30 draft resolutions including 02 resolutions on personnel, 01 resolution on votes of confidence and 27 resolutions on economy – society, defense – security, including:

1. Economic – social, defense – security tasks of the city in 2024;
2. Results of monitoring the implementation of legal regulations on environmental protection in the city;
3. Plan to organize regular meetings in 2024 of the City People’s Council;
4. Establishment of a thematic supervision team of the City People’s Council;
5. Questioning at the 13th session, term XVI People’s Council.
6. Project on Organization of City Urban Government;
7. Project to promote decentralization for district-level, commune-level People’s Committees and specialized agencies under the city People’s Committee;
8. Payroll, number of employees and labor contracts in agencies, units and specific associations in Hai Phong city in 2024;
9. Number of commune-level officials and civil servants and part-time workers at commune level in Hai Phong city in 2024;
10. Titles and allowances for people working part-time at the commune, village and residential levels.
11. Content and spending level for implementing the Project on building a learning society for the period of 2021-2030 in the city;
12. Amending, supplementing and partially abolishing the content of Resolution No. 02 of the City People’s Council;
13. Regulations on bonuses for city coaches and athletes who make achievements at national sports tournaments;
14. Specific policies on training support and compensation for human resources in the city’s health sector in the period 2024 – 2030;
15. List of public services using state budget in the field of health and population in the city;
16. Special nutritional regimen for coaches and athletes during training, coaching and competition periods in the city.
17. Changing the purpose of using rice cultivation land and protective forest land in the city;
18. List of investment projects requiring land recovery in 2024;
19. Changing the purpose of using land for wet rice cultivation for 02 or more crops to implement projects;
20. Prostitution prevention and combat until 2025 in Hai Phong city;
21. Amending and supplementing Resolution No. 53 of the City People’s Council.
22. Amending and supplementing a number of Resolutions regulating a number of fees and charges under the authority of the City People’s Council in the city;
23. Exemption or reduction of a number of fees and charges under the authority of the City People’s Council when performing online public services in the city;
24. Finalization of state budget revenues in the area; finalization of local budget revenues and expenditures in 2022;
25. Estimates of state budget revenue in the area; local budget revenues and expenditures and local budget allocation in 2024;
26. Adjustment and supplementation (8th time) of the city’s medium-term public investment plan for the period 2021 – 2025;
27. City public investment plan 2024.

At the same time, emphasizing that in 2024, the world, domestic and city economic forecasts will continue to have many difficulties and challenges, the City People’s Council has decided on economic – social, defense – security targets in 2024 with a very high spirit of determination.

The Chairman of the City People’s Council requested the City People’s Committee, all levels, branches, localities and units to continue to synchronously, promptly and comprehensively implement the targets, tasks and solutions decided by the City People’s Council, closely following the practical situation, being proactive, flexible, and creative in management; determined to strive to complete and exceed socio-economic targets by 2024.

The City People’s Council has considered and approved thematic resolutions, many of which aim to concretize the City Party Committee’s policy on “Strengthening the implementation of social policies” in 2024. Immediately after this meeting, the Chairman of the City People’s Council requested the City People’s Committee, all levels, branches, localities, and units, according to their assigned functions, tasks, and powers, to proactively organize and implement the recommendations. The decision of the City People’s Council soon came to life and was effective.

With the results achieved, it can be affirmed that the 13th Session of the City People’s Council, at its XVI session, was a great success, increasingly meeting practical requirements. In order to successfully implement the Resolutions of the City People’s Council just passed at the meeting, the Chairman of the City People’s Council requested that, immediately after the meeting, the City People’s Committee urgently implement and concretize the resolutions of the City People’s Council with specific programs and plans and organize implementation right from the first day and first month of the master plan year. 2024 is the year to accelerate the implementation of the Resolution of the 16th City Party Congress and the 5-year socio-economic development plan for 2021-2025. It is recommended that all levels, sectors, localities and units need to be proactive and flexible in organizing and implementing; overcome difficulties and challenges, take advantage of opportunities and advantages to successfully complete the set targets and tasks for 2024.

Along with that, prioritize, focus resources and complete procedures to accelerate the expansion of new industrial parks and industrial clusters, social housing construction, and city urban government projects, project to establish a municipal city in Thuy Nguyen district and establish a district administrative unit in An Duong district. Continue to accelerate digital transformation in industries, localities and units throughout the city. Further promote administrative reform, decentralization and decentralization in a practical and effective direction, creating favorable conditions for people, enterprises, localities and units. Maintain security, order and social safety in the city. Continue to effectively implement security policies, ensure social welfare, and pay attention to improving the material and spiritual lives of the people with specific and practical policies and programs. Strive to have no poor households in the city by the end of 2024; Complete the poverty eradication target 1 year before the Resolution of the 16th Congress of the City Party Committee. Thoroughly prepare conditions to serve the people to celebrate the new year 2024 and the Lunar New Year. Pay special attention to the material and spiritual lives of poor households, people in difficult circumstances, policy families, and people with meritorious services, ensuring that everyone and every home can enjoy Spring and welcome Tet warmly, safely, happily.

The Chairman of the City People’s Council requested the Standing Committee of the People’s Council, the People’s Council Committees, the City People’s Council delegates and the City’s Vietnam Fatherland Front Committee to continue to accompany and coordinate closely with the City People’s Committee, and strengthen supervision of the implementation of the passed Resolutions of the City People’s Council.
