Central Economic Commission Conducts Survey In Hai Phong City

On April 11th, the Central Economic Commission task force led by Chairman Nguyen Duc Hien, Deputy Head of the Central Economic Commission, conducted a survey in Hai Phong City to summarize the implementation of the Resolutions of the 5th Plenum of the 12th Central Committee, including Resolution 10 on developing the private economy to become an important driving force of a socialist-oriented market economy, Resolution 11 on perfecting the socialist-oriented market economy institution and Resolution 12 on continuing restructuring, reforming and improving the efficiency of state-owned enterprises.

 

The Central Economic Commission task force worked and surveyed production and business conditions at Thieu Nien Tien Phong Plastic Co., Ltd. and VinFast Trading and Services Co., Ltd, around the fields related to business activities such as divestment of State capital, assessment of resources from land, capital, application of circular economy, barriers to businesses, etc. At the same time, they proposed favorable policy mechanisms for enterprises to develop effectively in the coming time. After six years of implementing the resolutions of the 5th plenum of the 12th Central Committee, the city’s economy has adapted to each stage of development. The number of operating enterprises exceeded the set plan by reaching approximately 39,900, and the average labor productivity reached 14.3%. The city has promoted innovations and new activities and supported local private enterprises to participate in production networks and regional and global value chains. The economic structure has been proven effective, reducing the proportion of the state economy to 16.02%, increasing the foreign sector and the area with foreign investment’s GRDP to 78.25%. Furthermore, there are also some shortcomings and limitations in implementing the resolutions.

At the conference, Chairman of the City People’s Committee Nguyen Van Tung emphasized a number of difficulties and obstacles in implementing the resolutions, including the divestment of state-owned enterprises, the bankruptcy process, and regulations on the rate of rice cultivation land for each locality, the limited support for businesses in digital transformation. The Central Economic Commission task force received ideas at the conference to serve in the construction of preliminary projects and assessment of the implementation of resolutions and the efforts in overcoming obstacles to facilitate economic operations in the coming time./.
