– Continuing the working program of the 13th meeting (regular session at the end of 2023) of the XVI City People’s Council, term of 2021 – 2026, on the morning of December 8, representatives of the City People’s Committee leaders reported and explained on issues that voters have many opinions about, and opinions of delegates of the City People’s Council during group discussions and delegates’ questions.

Most delegates highly appreciated the leadership, direction, and administration of the City Party Committee, People’s Council, and People’s Committee in the face of many difficulties due to the adverse impacts of the world and regional political and economic situation, and the increasingly complicated climate change situation; In the country, many provinces and cities have negative growth rates, but the city has achieved many very positive results, specifically: The city still maintains double-digit growth and is the locality with the highest growth among the group of 5 centrally run cities; The City People’s Committee has been very flexible and drastic in directing and managing budget collection work, completing 100% of domestic budget collection targets; The city’s leaders are very active and responsible in organizing international investment promotion delegations, directly leading the city’s key leaders as Heads of investment promotion delegations. The results of attracting foreign investment capital (reaching 3.5 billion USD) ranked first in the country.

Delegates also appreciated the city’s attention to adding the content “Strengthening the implementation of social policies” to the 2024 theme. Noting that all 8 social and environmental indicators were achieved and exceeded the set plan, showing the city’s great attention to people’s lives, the environment and social security issues. Delegates acknowledged the coordination between the People’s Council and the City People’s Committee as being very smooth and methodical and highly effective. Appreciate the preparation of the meeting which is very elaborate, thoughtful, and scientific with many important contents. The activities of the Standing Committee of the People’s Council and the City People’s Council Committees are very active.

Regarding some tasks and solutions in 2024, delegates said that some socio-economic targets set for the city in 2024 are relatively high, the City People’s Committee needs to have more drastic breakthrough solutions to ensure effective implementation. Construction of concentrated wastewater treatment plants in large, densely populated urban areas; promotion of the operational efficiency of Vinh Niem Wastewater Treatment Plant. Policy mechanisms pay attention to the development of small and medium-sized enterprises in the city; suggested to develop a separate topic on solving difficulties for small and medium enterprises. Overcoming the situation where some newly invested and built inter-ward roads have not been properly managed and cleaned, leading to weeds growing over sidewalks and median strips, causing traffic insecurity, specifically as follows: : Nam Hai – Trang Cat route, Bui Vien – Nguyen Truong To route. The city researches to maximize the potential and advantages of Hai Phong tourism, researches and builds inner-city tours connecting with the World Natural Heritage Ha Long Bay – Cat Ba archipelago, forming tour to visit Long Chau archipelago.
