Striving to start projects at Cat Bi International Airport in the first quarter of 2022

(Haiphong.gov.vn) – On the afternoon of November 16, Mr. Nguyen Van Tung, Chairman of the City People’s Committee chaired a meeting to listen to reports on the progress of projects at Cat Bi international airport with Airports Corporation of Vietnam (ACV) as the investor. At the meeting, there are attendance of Mr. Pham Nhu Xuan, Rear Admiral of the Navy; Mr. Ta Quang Thao, Deputy Minister of Air Defense – Air Force; leaders of the General Staff and the Logistics Department under the Naval Command; leaders of the Northern Airport Authority; leaders of Airports Corporation of Vietnam. Leaders of departments, branches, localities and related units are also paticipated in this meeting.

According to the report, the construction project of Passenger Terminal T2 – Cat Bi International Airport with total investment of 2,050 billion dong has design capacity of 05 million passengers/year; domestic exploitation with 2 elevations (separate departure and arrival) and ancillary items, including: Floor roads, off-campus garage, M&E house, power station, water supply, wastewater treatment stations, 2-wheel parking area, toll station…; The system of access roads of the station, connecting internal roads, car parking area in front of the station, landscaped trees…

Up to now, the project has been surveyed and prepared by CPG Singapore Consultants and ADCC. City People’s Committee approved the station architecture plan, appraised and approved the environmental impact assessment. The city public security agreed on fire prevention plan for the project. The Civil Aviation Authority of Vietnam appraises and approves details of the 1/500 functional subdivision. The project investment preparation work has basically been completed, the project is being updated with the documents according to the new regulations in the preparation of project investment.

For the construction project of Cat Bi International Airport – Cargo Terminal with the scale of building cargo terminal with capacity of 100,000 tons of cargo/year and ancillary technical infrastructure works, ACV is currently urgently carry out the preparation of the project feasibility study report according to the approved investment policy.

In airport expansion project phase 1 (in front of the cargo terminal) – Cat Bi International Airport has the scale to build aircraft apron for 04 E code positions (equivalent to 7 C code positions or 02 code E locations and 04 code C locations), parking area of 56,641.76 m2 with total investment of 490 billion dong. The work was started on December 29, 2020, so far the project progress has reached 57.06% with ongoing related items.

Meeting contents

For site clearance of the project, up to now, the land area for construction of works at Cat Bi International Airport has been marked with boundary markers of 23.55 hectares, including: Terminal T2 area (12.82 ha), apron area in front of Terminal T2 (7.48 ha) and the reserve land area for development of the apron and the detention reservoir (3.25 ha), whose landmarks have been handed over in the field and the handover minutes signed to the locality.

The land area for construction of the remaining works is 16.9ha, including: Cargo terminal (8.28ha). Land for construction of offices and roads (7.18ha), existing roads (1.44ha), Le Hong Phong intersection to Cat Bi airport have been marked in field. The city has handed over 54,398m2 of land to the Northern Airport Authority and the Northern Airport Authority has allocated the land to ACV to build the extended apron phase 1 – Cat Bi International Airport.

After listening to ACV’s reports and comments from leaders of ministries, branches, localities and related units, Chairman of the City People’s Committee Nguyen Van Tung assigned city departments and branches to coordinate with ACV to propose the Ministry of Transport shall make partial adjustments to projects to submit to the Prime Minister for approval the investment policy of the projects. ACV directed the consulting unit to coordinate with the Department of Natural Resources and Environment to determine the boundaries and land areas of projects completed before November 22, 2021. Military units create conditions for consulting units, Departments of Natural Resources and Environment in measuring, determining the boundaries and areas of defense land to be recovered to implement projects. It strives to start projects in the first quarter of 2022. At the same time, the Chairman of the City People’s Committee assigned the Department of Natural Resources and Environment to review the order of land allocation in the previous period. The relevant departments, branches and units shall coordinate to propose the city’s procedures for handing over the runway to ACV for management.
