Located in the Ngo Quyen district, the Phuong Vien Rubber and Trading Limited Company specializes in manufacturing and supplying technical rubber products, including marine rubber fenders for ships and jetties. Due to the characteristics of rubber production materials and limited urban production area three years ago, the company moved to the Vinh Niem industrial cluster. However, the company has faced many shortcomings because the Vinh Niem industrial cluster lies near residential areas and is insufficient for the company’s characteristics and production scale.

The relocation stems from the need to stabilize and develop businesses’ production and business activities in industrial clusters, which is also a part of the city’s policy to implement industrial cluster development planning of Hai Phong City. Many businesses in old clusters are in difficulties because the environmental management fails to meet the planning requirements. Small-sized businesses also had to relocate to industrial clusters.

Hai Phong City currently has 13 industrial clusters, five of which have been established and put into operation. The rest are carrying out procedures for construction, as well as land and site clearance. Contractors and relevant units have been speeding up construction progress to create a land fund to meet the need to relocate scattered production facilities in residential areas./.
