Receiving programs using foreign non-governmental (FNG) aid
– Step 1: The People’s Committee of Hai Phong city assigns a unit or organization to act as FNG aid holder.
– Step 2: The People’s Committee of Hai Phong city makes a decision on the establishment of the FNG Aid Preparation Committee (in case of need).
– Step 3: FNG aid holder coordinates with sponsors to organize the development of the program documents according to the prescribed form.
– Step 4: The Department of Planning and Investment of Hai Phong conducts the procedures for approving the receipt of FNG aid and submits to the People’s Committee of Hai Phong city.
– Directly at the Department of Receiving and returning results – Department of Planning and Investment of Hai Phong, No. 01 Dinh Tien Hoang, Hong Bang District, Hai Phong City.
– Through the postal system.
– Written request for approval of:
+ FNG aid approval agency for aid under the approval competence of the Prime Minister.
+ FNG aid holder for FNG aid under the approval competence of the People’s Committee of Hai Phong city.
– The Sponsors’ document agreeing with the FNG aid content and notice or commitment to consider funding for that FNG aid.
– Program document draft (in both Vietnamese and foreign languages) and specific FNG Aid Agreement draft (if required for signing in place of a later program or project document).
– Copy of Operation registration and/or legal papers on legal status of the Sponsors. Copies need to be consularly legalized to ensure the legality of the document.
– 08 sets, including at least 01 original set (For FNG aid under the approval competence of the Prime Minister).
– For cases falling under the approval competence of the People’s Committee of Hai Phong city: 04 sets of which at least 01 original set.
The time limit for appraisal does not exceed 20 working days from the date of receipt of complete and valid dossiers.
– The competent authority to make decision: Hai Phong City People’s Committee.
– Agency directly implementing administrative procedures: Hai Phong Department of Planning and Investment
– Organizations defined in Article 4 of the Regulation on management and use of foreign non-governmental aid, issued together with Decree 93/2009/ND-CP dated October 22, 2009 of the Government and FNG aid recommended to receive:
+ Not under the approval competence of the Prime Minister under the provisions of Point a of Clause 1, Article 15 of the Regulation on management and use of foreign non-governmental aid issued together with Decree No. 93/2009/ND-CP dated October 22, 2009 by the Government;
+ Used goods with simple structure 80% more than the new use value (certified in writing by Sponsor) on the list approved by the Prime Minister as stated in Section 2 Point a of Clause 1, Article 15 of the Regulation on management and use of foreign non-governmental aid issued together with Decree No. 93/2009/ND-CP dated October 22, 2009 of the Government;
– Recipients are organizations established under decision of or granted the operation and business registration certificate by the People’s Committee of Hai Phong city.

+ Registration certificate issued by a competent authority of the Sponsor’s country. In case there are means of temporary import for re-export, a Registration certificate issued by a competent Vietnamese agency is required;
+ Inspection document for transport vehicle with 80% or more of the value of new use, certified by a competent inspection organization of the Sponsor’s country.
