Create a favorable investment and business environment in Hai Phong city (November 12)

On the morning of November 12, at the City Convention Center, Mr. Le Khac Nam, Vice Chairman of the City People’s Committee, chaired a conference to discuss solutions to create a favorable investment and business environment in the city through import and export activities. Participants included leaders of departments, branches and related units.

According to the report of Hai Phong City Customs Department, the city has 1,829 enterprises participating in import and export activities out of a total of more than 20,000 enterprises doing import and export procedures in Hai Phong (accounting for 9% of the total number of enterprises doing import and export procedures in Hai Phong), contributing tax amounts to the city of VND 5,192 billion (accounting for 11.28% of the total tax amount of the Customs Department of Hai Phong city). As of October 31, 2020, Hai Phong City Customs Department has collected 44,698 billion VND, reaching 66.7% of the target assigned by the Ministry of Finance (VND 67,000 billion). Hai Phong area obtained VND 39,013 billion, reaching 68.3% of the target assigned by the Ministry of Finance (VND 57,100 billion).

The import and export turnover of non-tax products accounts for a large proportion (79% are mainly processing, export production, export processing), which reached USD 50,575 million, up 9.5% over the same period in 2019. Import-export turnover of taxable goods (accounting for 21% of total import-export turnover) reached USD 13,287 million, down 13.3% over the same period. Particularly in the Hai Phong area, export turnover of goods reached USD 48,792 million, up 7.8% over the same period in 2019, of which: non-tax import and export turnover accounted for a large proportion (75% is mainly in the form of outsourcing, export production, export processing), which reached USD 36,780 million, up 16% over the same period in 2019. Taxable import-export turnover (accounting for 25% of the total import-export turnover) reached USD 11,922 million, down 11.7% over the same period in 2019.

After listening to the report of the Hai Phong City Customs Department and the leaders of the departments and branches attending the meeting, Vice Chairman of the City People’s Committee Le Khac Nam affirmed that: The city will focus resources to invest in infrastructure, develop seaport service centers, logistic centers to create a favorable investment and business environment for businesses operating in the field of import and export to do customs procedures in Hai Phong. The Vice Chairman of the City People’s Committee acknowledged the drastic direction of the Customs Department of Hai Phong city, closely coordinating with the departments, branches and units, striving to collect the next year’s budget higher than that of the previous year. However, due to the impact of the COVID-19 epidemic and provinces and cities across the country have started many solutions to attract businesses to carry out export procedures for goods according to Decision 23/2019/QD-TTg dated June 27, 2019 of the Prime Minister, which has affected the city’s budget revenue. To maintain the development of better income sources, Vice Chairman of the City People’s Committee Le Khac Nam asked the City Customs Department, related departments, branches and units to focus on promoting administrative reform, especially administrative procedures, creating favorable conditions, reducing time and costs for businesses. The City Customs Department continued to coordinate more closely with departments, branches and units to organize conferences and meetings with enterprises to remove difficulties and problems. At the same time, propagandize and mobilize businesses to do Customs procedures in Hai Phong. Strengthen the fight against smuggling and trade fraud, ensure security and social order.

Vice Chairman of the City People’s Committee Le Khac Nam assigned the Department of Finance to coordinate with the City Customs Department in advising the proposal to reduce costs and fees under the jurisdiction of the city. The Department of Industry and Trade presides over and coordinates with departments and branches to organize meetings to discuss solutions to support local manufacturing enterprises to promote export, diversify import and export markets and seek new markets; seize the opportunities from Free trade agreements to promote exports.
