Workshop “Promoting the formation of a smart dynamic urban chain in the Red River Delta connecting the region and the world”

(Haiphong.gov.vn) – On the morning of June 28, at the City Convention Center, the Central Economics Commission and the City People’s Committee held a workshop with the theme “Promoting the formation of a smart dynamic urban chain in the Red River Delta connecting the region and the world”. Mr. Nguyen Duc Hien, Deputy Head of the Central Economics Commission and Mr. Nguyen Duc Tho, Vice Chairman of the City People’s Committee co-chaired the workshop. Attending the Workshop, there were international experts from UN Habitat, Singapore Smart Cities Network; representatives of leaders of provinces and cities in the Red River Delta and leading domestic and international corporations such as: CMC Corporation, MobiFone, Hewlett Packard Enterprise (HPE), Fortinet, Signify and Dell Technologies.

The Red River Delta is one of six socio-economic regions of the country, including 11 provinces and cities, and is a particularly important area in terms of politics, economy, society, national defense and security. country; having a very favorable location, converging many advantages in socio-economic development; as the leading center of science and technology; a center for training and supplying human resources for the whole country; having the best and synchronous transport system in the country, including road, sea, river, air, railway, in which Hanoi – Hai Phong – Quang Ninh is the economic triangle in the North, favorable in linking localities in the region and with other localities in the country as well as with the countries in the region and the world; as one of the direct bridges between two dynamic development regions, Southeast Asia and Northeast Asia.

 

Documents of the XIIIth Party Congress and in the thematic resolutions of the Party. The documents of the XIIIth Congress stated: “Building a modern, civilized, smart city, diversified in types, with unique architectural and cultural identities in each locality”. Previously, Resolution No. 52-NQ/TW, dated September 27, 2019 of the Politburo on “A number of guidelines and policies to actively participate in the Fourth Industrial Revolution” to set out the goal of shaping into a number of smart urban chains in the northern, southern and central key economic regions; step by step connecting with smart city network in the region and the world. Recently, on January 24, 2022, the Politburo issued Resolution No. 06-NQ/TW on “Planning, construction, management and sustainable development of urban areas in Vietnam until 2030, with a vision to 2020. 2045″. This is the first thematic resolution of the Party on urbanization and urban development. Resolution No. 06-NQ/TW also sets out the goal of “Building a central smart city network at national and regional levels with international connectivity and 3-5 cities with regionally and internationally recognized brands by 2030”.

At the Workshop, the delegates focused on sharing and clarifying the following contents: building and implementing projects/schemes on smart city development with high connectivity in localities; the ability to connect between cities in the region towards economic growth and sustainable development; application of geographic information system (GIS) and digital technologies and digital platforms in sustainable urban development planning; digital infrastructure for smart cities and the application of digital technologies in ensuring urban security, safety and order.

Delegates also discussed and clarified issues such as: solutions to enhance connectivity in urban areas, between cities in the region and the world; planning policies to attract and encourage private investment for smart city projects; obstacles in digital infrastructure development, digital technology and smart service ecosystem development as well as safety and security risks and solutions to ensure safety and security for smart cities.
