The workshop opened up a sustainable future for Nam Dinh Vu Industrial Zone in particular and Hai Phong city in general on the deployment of renewable energy in industrial zones, bringing many benefits in the process of operation and business activities such as: Reducing power consumption, reducing CO2 emissions into the environment, taking advantage of environmentally friendly renewable energy sources and saving costs in the production process. At the same time, it is also an opportunity to promote and attract investors, especially projects in the field of renewable energy and projects using environmentally friendly energy sources.

On the afternoon of July 28 in Quang Ninh, the Vietnam Chamber of Commerce and Industry (VCCI) held the Agreement Signing Ceremony and the Economic Connection Forum on the Eastern Expressway between the Chairman of the People’s Committee of 04 provinces and cities, including: Hai Phong, Quang Ninh, Hai Duong and Hung Yen. This is an initiative in implementing the policy of the Party and State on promoting regional linkage, in order to strengthen coordination in exploiting and promoting the potentials and advantages of four localities along the Hanoi – Hai Phong – Mong Cai expressway.

Attending the Forum and witnessing the Signing Ceremony, there are the members of the Party Central Committee, Secretary of the Provincial Party Committee and the local Party Committee; Chairman of the Vietnam Chamber of Commerce and Industry – Pham Tan Cong; leaders of central and local departments and branches; along with nearly 300 representatives of domestic and international business associations.

The city delegation includes comrades: Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People’s Committee; Do Manh Hien, Standing Deputy Secretary of the City Party Committee; together with leaders of a number of functional departments and branches; leaders of Transport Association, Hai Phong Logistics Association, Saigon – Hai Phong Industrial Zone Joint Stock Company; Dinh Vu Industrial Zone Joint Stock Company.

The connection of 4 localities will create an area with total natural area 3 times larger than Hanoi capital, 5 times higher than Ho Chi Minh City and 8 times compared to Da Nang, with a population size of 6 times compared to Da Nang, about 80% of Hanoi’s population and nearly 70% of Ho Chi Minh City.

Economic connectivity on the Eastern highway is aimed at building a model of sub-regional economic linkage, creating new development space, bringing into full play the advantages of localities, creating a favorable business environment, growth pole in the Red River Delta and the Northern region.

These four localities also have the advantage of connecting the best transport infrastructure in the country, participating in economic links, each locality has its own strengths to promote and exploit, specifically: Quang Ninh has strengths in tourism resources, services, production and trade chains associated with the Chinese market; Hai Phong has special advantages in seaport and logistics system; Hai Duong has outstanding potential in human resources, land fund and central location in the region, strength in mechanical and manufacturing industry; Hung Yen has the special advantage of being adjacent to Hanoi capital, great potential in industrial development as well as high-tech agriculture, and is experiencing a very fast urbanization rate…

Mr. Pham Tan Cong, Chairman of VCCI says that the 10-year socio-economic development strategy for 2021-2030 identifies the needs: “Regional economic development: Develop planning, organize the national territorial space in a reasonable way, make the best use of the specific advantages of each region and locality, and strengthen the inter-regional and inter-regional linkages to participate in the global value chains, creating new development space.” Most recently, on April 21, 2022, the Government issued Resolution No. 57/NQ-CP on tasks and solutions to perfect the institution of socio-economic region linkage, emphasizing the key role in socio-economic development between provinces and cities.

The signing of an official connection agreement between the four localities is a premise for practical and effective activities in the coming time. The localities will join hands to solve regional challenges in economic development in order to create common prosperity, and at the same time form the Northeast economic belt, becoming a center of industry and marine economy and travel services.

Speaking at the forum, Chairman of the City People’s Committee Nguyen Van Tung emphasized the significance and importance of Hai Phong’s transport infrastructure development and logistics service system within the framework of the link between the four regions to come up with suitable solutions. Clearly analyzing the advantages and difficulties, limitations, Hai Phong city proposes some specific solutions. Accordingly, the provinces on the economic highway to the east of Quang Ninh, Hai Phong, Hai Duong and Hung Yen jointly proposed the Government, ministries and central branches to direct and concentrate capital sources to invest in a number of important infrastructuresof the economic axis such as: The new Lao Cai – Hanoi – Hai Phong railway line parallels the Hanoi – Hai Phong expressway connecting the Hai Phong international gateway seaport with Dinh Vu, Nam Do Son and Lach Huyen port areas, Yen Vien – Pha Lai – Ha Long – Cai Lan railway route, including the connecting section between Hai Phong and Ha Long to promote the advantages of railways connecting through all 4 provinces of the high-speed economic axis with system of Hai Phong and Quang Ninh seaports; upgrade and renovate waterways connecting with localities in the region (speed up the progress of upgrading Duong bridge to improve the capacity of waterway freight transport routes, especially container cargo); continue to coordinate in construction investment, complete connection projects between localities, inter-regional connections; promote cooperation in planning, investment in synchronous and modern development of transport infrastructure, logistics services, seaports, inland ports and border gates to effectively exploit the outstanding advantages; strengthen forms and activities of logistics trade promotion; cooperate in developing the logistics service market in the direction of competition and transparency; build a database system on enterprises, units and organizations in the logistics service supply chain in 4 localities; cooperate in the field of human resource training, improve the professional level of all employees working in the field of logistics, especially interested in the field of logistics vocational training in the direction of modernity, professionalism, meeting meet the development requirements of the industrial revolution 4.0…

At the forum, with high consensus, the leaders of 4 provinces and cities united that, economic linkage would expand the development space in both width and depth, with full potential and conditions to create dynamic economic development of the region and the whole country.
