The Government Office has issued Notice No. 195/TB-VPCP Conclusion of Prime Minister Pham Minh Chinh at the meeting on the implementation of investment and construction of Ninh Binh-Nam Dinh-Thai Binh- Hai Phong expressway.
Ninh Binh-Nam Dinh-Thai Binh-Hai Phong expressway is very important, connecting many provinces and cities; Besides the coastal route, the investment in the expressway route will create a driving force for the development of the southern region of Hanoi capital, the Red River Delta and the North Central region. The investment in the construction of the expressway is necessary, in accordance with the planning and should be implemented soon.
The announcement clearly states that Ninh Binh-Nam Dinh-Thai Binh expressway has been approved by the Prime Minister of Nam Dinh Province People’s Committee to preside over the study and implementation of Ninh Binh-Nam Dinh-Thai Binh expressway under the PPP mode in the period of 2017-2021.

People’s Committee of Nam Dinh, Ninh Binh, and Thai Binh Provinces proposes to invest in the construction of Ninh Binh-Nam Dinh-Thai Binh-Hai Phong expressway in the form of public investment in the Socio-economic recovery and development program. People’s Committee of Thai Binh Province is the authority agency of the BOT project
The Prime Minister agrees to assign People’s Committee of Thai Binh Province in principle as the competent state agency for the BOT project.
Ministries of Transport, Planning and Investment, Natural Resources and Environment review procedures, guide People’s Committee of Thai Binh Province to prepare for implementation, submit investment approval for BOT projects to ensure strict compliance with legal regulations .
The Prime Minister assigned the Chairman of People’s Committee of Thai Binh Province to establish a Working Group to prepare for the implementation of the Project. Chairman of People’s Committees of provinces and cities: Ninh Binh, Nam Dinh, Hai Phong; Leaders of the Ministries: Transport, Planning and Investment, Natural Resources and Environment as members of the Working Group.
Regarding the alignment, the Prime Minister requested that on the basis of the planning, the consultant should continue to study and propose the shortest route, avoiding as much as possible going through urban areas and densely populated areas to reduce the cost of site clearance and to ensure feasibility, optimal efficiency.
Regarding the site clearance, Ninh Binh, Nam Dinh and Thai Binh provinces closely review and organize the site clearance of the expressway section passing through each locality in a timely and effective manner from the local budget in accordance with regulations. Relevant ministries and branches shall closely coordinate with localities to remove difficulties and obstacles (if any).
The Prime Minister assigns Deputy Prime Minister Le Van Thanh to directly direct the preparation and implementation of the construction investment project of the Ninh Binh-Nam Dinh-Thai Binh-Hai Phong expressway.
