Urban transport development project: Must urgently complete site clearance for the route

(Haiphong.gov.vn) – In the afternoon of April 26, Permanent Vice Chairman Nguyen Xuan Binh of the City People’s Committee chaired a meeting with the World Bank Delegation on the implementation of the Urban Transport Development Project. Attending the meeting were representatives of relevant departments, agencies and localities.

According to report from the Project Management Board, up to now, the rate of handover for the whole project has reached about 98.0%, of which: An Duong district and Hai An district handed over about 97.7%; Kien An district handed over approximately 100%; Ngo Quyen and Le Chan districts handed over 100%, to complete the clearance for the route, there remain 113 households still have not handed over the site to the construction contractors.

As for construction progress, up to now, the construction packages of arterial roads have reached about 75.3% of the contract volume. Regarding the clearance of some sections of the route, according to the city’s proposed schedule, before May 13, 2019, traffic must be cleared on a section of about 13.3 km from Ho Sen intersection of Rao 2 bridge to NR. 10, currently about 78% of this route has been completed, the remaining 4.8 km from Truong Chinh road to provincial road 351 and 5.2 km from provincial road 351 to NR.1 0 are under construction. The contractor is also urgently completing Dong Khe bridge and asphalt concrete surface on the route from Dong Khe bridge to provincial road 351, it expects to complete the construction of Dong Khe bridge before April 30, 2019 and the asphalt concrete layer below the section from Dong Khe bridge to provincial road 351 before May 13, 2019.

At the meeting, the World Bank Delegation expressed concerns about the overall progress of the project which is currently very slow owing to site clearance, financial issues of the project and contractor’s capacity. According to the Delegation, the Project needs to be urgently deployed and completed before the end of the Credit Agreement which is February 29, 2020, if it cannot be completed, the city will have to find other financial sources to continue the implementation, achieving development goals of the project.

Speaking at the meeting’s conclusion, Comrade Nguyen Xuan Binh thanked and appreciated the cooperation and assistance of the World Bank in the implementation of projects in the city.

The Vice Chairman pledged with the World Bank Delegation that, in the coming time, the city would focus on directing all levels, sectors and localities to accelerate the clearance progress, continue to enhance the propaganda and advocacy of households to hand over the ground soon, striving to complete the clearance to ensure the progress of the project by May 31, 2019.

For Departments, branches, localities and the Project Management Board, the Permanent Vice Chairman requested them to actively review the entire progress of the project, consider and resolve complaints of people in accordance with the order and procedures, if all the regimes and policies have been applied, submit to the City People’s Committee the prescribed measures to recover the land and have protection plans for construction contractors.

Regarding the proposal of allocating counterpart fund for the project, the Vice Chairman assigned the Department of Planning and Investment to guide the Project Management Board to compile the documents to submit to the competent authorities to supplement the medium-term funding source; at the same time, requested the City People’s Committee Office to coordinate with the Department of Home Affairs in notifying the Decision to merge the city’s new Project Management Board with the World Bank for convenient cooperation.
